ISLAMABAD - Chief Justice of Pakistan Iftikhar Muhammad Chaudhry on Saturday administered oath to Akhtar Buland Rana as new Auditor General of Pakistan (AGP), against whom he had expressed reservations.
Registrar Supreme Court Dr Faqir Hussain later on issued a statement regarding the oath of new AGP. According to it, President had issued a notification on August 23 for the appointment of Muhammad Akhtar Buland Rana as Auditor General of Pakistan and the Chief Justice in performance of administrative function under Article 168 (2) of the Constitution is required to administer the oath.
It states: ?Chief Justice has sent a letter to the President based on reports of the ISI, FIA and comments received from the former AGP in response to a notice issued on an anonymous application received in the Human Rights Cell of the Supreme Court.?
The statement said according to the letter written by Chief Justice to President of Pakistan that removal of Auditor General is only possible by adhering to the procedure prescribed for the removal of judges of the Superior Courts before the Supreme Judicial Council in terms of Article 209 of the Constitution.
Being the Chief Justice and Chairman of the Supreme Judicial Council, while discharging his duties and functions, the CJP considered it necessary to bring it to the notice of the competent authority about the credentials of Akhtar Buland Rana, which, he believes, perhaps were not in the notice of the office, which processed Akhtar?s case. ?However, if, on having taken into consideration the above noted facts, the competent authority still desires that he should be administered the oath, I may be informed accordingly,? the CJP wrote in his letter.
The Registrar said that in response of the President along with communication from the Prime Minister?s Secretariat, the Chief Justice in discharge of administrative function, without prejudice to anyone and the subject to all just exceptions, had administered the oath.
The statements said that the contents of the letters mentioned that the allegations against Rana were not proved and he was the most appropriate person for the post as a senior officer.
Later, talking to media persons at the Supreme Court building, Auditor General Akhtar Buland Rana said that he was willing to face any legal proceedings while referring to the statement linking the oath to ?all just exceptions?.
He said that he had already been exonerated of the charge of sexual assault on a colleague. Defending his position, he said that his dual nationality was not an obstruction in becoming the Auditor General. He maintained that he was the citizen of Pakistan first and would remain loyal to it, as there should be no doubt about it.

Every evening at 7:30 p.m., Geo TV, the most watched TV channel in Pakistan, broadcasts an Islamic version of "Who Wants To Be A Millionaire." The show is called "Alif Laam Meem," three letters from the Arabic alphabet that can be found at the beginning of some suras (chapters) in the Koran.

"Salam Alaykoum (good evening)," says the presenter, Junaid Jamshed. A 36-year-old former singer, Jamshed used to be clean shaven. Now he wears a prayer hat and sports a long dark beard, evidence of his recent rediscovery of Islam. In the audience, women wear veils or niqabs. (See photos of Pakistan beneath the surface.)

Jamshed welcomes his first player. "Welcome Adnan, my brother." Adnan is a smiling but nervous 30-year-old man who used to be a Procter & Gamble executive before committing himself to studying the Koran. If he manages to answer the 15 questions, he will win an apartment, a pilgrimage to Mecca for two, and 2.8 million rupees, about 23,000 euros.

The presenter moves on to the first question. "How many pieces of fabric is the clothing worn by a pilgrim to Mecca made of?"

"Two," says Adnan without any hesitation.

"Is it your final answer?"

"Yes."

"Allah akbar. God congratulates you brother," says Jamshed.

Adnan fails to answer the fifth question and leaves with 20,000 rupee (160 euros). The fact that the game is difficult does not discourage the candidates. Geo TV received between 30,000 and 40,000 applications the first weeks it was broadcast, and estimates that 30 to 40 million people have been following the show: one out of every five Pakistanis. The success of the show suggests just how fascinated Pakistanis are with religion these days. "The Pakistanis practice their religion more and more, and want to show it in public," says Imran Aslam, the head of Geo TV.

Rifaat Hussain, a 59-year-old professor at Quaid-i-Azam University in Islamabad, shares this opinion. "In the 1960s and 1970s, I would travel throughout the country with girls," he recalls. "We could drink alcohol in public, eat during the day when it was the month of Ramadan. Now it's not well accepted." These days, women in niqabs are more numerous both on the university's campus and in the streets of Islamabad.

Pakistan is going through an identity crisis. The Islamic Republic of Pakistan was founded in 1947 to give the Muslims of the sub-continent a country of their own. The founding fathers thought it was impossible to integrate into India, a mostly Hindu country, but they never said explicitly that Islam should be part of the national identity.

The issue of religion became particularly tricky after 2001, when major divisions began to appear in Pakistan. In the Northeast of the country, the Taliban fight against the army in the name of Islam. They reproach the government for allying with the United States. "Religion is ubiquitous in the media. The U.S. officials, who spoke on condition of anonymity, said Washington was encouraging rebel leaders to establish some level of "presence and authority" in the capital as soon as possible, saying the top priorities were to capture or kill Gadhafi and to establish the transitional council's authority.

The transitional council said it planned to move into the capital by Thursday, but the timing of the move was in doubt as sporadic gunfire and fighting continued in and around Tripoli.

At a news conference in Benghazi, the rebel headquarters, Mustafa Abdel Jalil, chairman of the transitional council, offered amnesty Wednesday to any of Gadhafi's entourage who killed or captured him. In addition, he said a businessman, whom he didn't name, had offered a reward of 2 million Libyan dinars ($1.3 million) for Gadhafi's capture.

Hassan Droy, a spokesman for the transitional council, said the rebels were advancing on Gadhafi's hometown, Sirte, about 280 miles east of Tripoli, where they believe he could be hiding. Droy said the rebels hoped to negotiate a peaceful surrender.

"Gadhafi sent a message telling them to fight to the death" in Sirte, Droy told Reuters. "A problem is the people there are totally disconnected ? they've had no electricity or telephones for three days ? and they don't know what's happening."

A senior U.S. official said that as long as Gadhafi remains at large, he could remain a symbolic figurehead for any armed opposition to a transitional government.

"He's clearly gone to ground, and whether it takes days, weeks or months, he must be found," the official told NBC News' Jim Miklaszewski in Washington.

Gadhafi has defiantly vowed to fight on "until victory or martyrdom" and called on residents of Tripoli and loyal tribesmen across the nation to free the capital from the "devils and traitors" who took his fortress-like Bab al-Aziziya compound in Tripoli.

Gadhafi's men were holed up in several neighborhoods, NBC News' Richard Engel reported from Tripoli, and witnesses said forests around the city full of loyalist snipers.

Rebels at checkpoints looked for Gadhafi supporters, checking cars to see whether anyone was carrying weapons and not expressing support for the rebel movement. At one checkpoint, a picture of Gadhafi, once ubiquitous throughout the city, had been laid on the ground so cars had to drive over it.

Abdel Jalil promised Wednesday that the transitional council would hold elections in eight months, saying Libya did not "wish to continue to be isolated in the world as we have been up to now."

"We want a democratic government and a just constitution," Abdel Jalil was quoted as saying in the Italian daily newspaper La Repubblica.

Other nations began moving swiftly to prop up the new government as it became ever more clear that Gadhafi was no longer in control.

The U.S., which has officially recognized the council as the country's formal government, said it would submit a U.N. Security Council resolution to "unfreeze" $1.5 billion in Libyan assets for humanitarian needs, U.S. officials told NBC News.

Meanwhile, European nations, including Britain and France, invited council representatives to a conference in Paris next week to discuss how the international community can assist the new government.

China objected to such efforts Wednesday, saying the U.N. should lead post-war efforts in Libya. China didn't use its U.N. Security Council veto power in March to block a resolution that authorized the NATO bombing campaign against Gadhafi's forces, but it then condemned the strikes and urged compromise between his government and rebels.

Gadhafis appear at odds
Gadhafi's son Saadi said he was trying negotiate a cease-fire in Tripoli, telling CNN reporter Nic Robertson by email that "I have authority" to seek a peaceful settlement.

Gadhafi's daughter, Aisha, on the other hand, said Libyans must unite and stand by Gadhafi in the face of foreign interference.

"I tell the Libyan people to stand hand-in-hand against NATO," Aisha Gadhafi told loyalist Al-Orouba TV, according to Al-Arabiyah. "I tell the Libyan people not to fear the armed forces. The leader is in the right."

Gadhafi himself said Tuesday that he intended to fight "the aggression with all strength until either victory or death."

"Why are you letting them wreak havoc?" Gadhafi asked Libyans in an address given from an unknown location broadcast on the local Al-Ouroba TV.

"I have been out a bit in Tripoli discreetly, without being seen by people, and ... I did not feel that Tripoli was in danger," he said in audio remarks.

U.S.: No ground troops
The U.S. State Department said all U.S. citizens who were known to have been detained in Libya had been released. A spokeswoman said the U.S. was working through the Hungarian Embassy, which represented U.S. interests during Gadhafi's regime, to provide assistance to Americans remaining behind.

The White House said again Wednesday that the U.S., which has been leading the NATO air campaign over Libya in support of the rebels, didn't intend to send ground troops into the country.

That doesn't mean Western forces aren't there.

The Telegraph of London reported Wednesday that British Special Air Service soldiers have been in Libya for several week "guiding rebel soldiers after being ordered in by (Prime Minister) David Cameron."

Citing unnamed defense sources, the newspaper said the British soldiers, wearing civilian clothing and carrying the same weapons as the rebels, "have been ordered to switch their focus to the search for Gadhafi" since he fled his Tripoli compound.

Researchers at the University of Arizona Cancer Center have won a $100,000 grant from a foundation to study whether the tumors of cancer patients can be tracked to determine the best therapy before their treatment begins.
The grant from the Sidney Hopkins and Mayola V. Vail Family Fund Community Foundation for Southern Arizona will be split up by two researchers.
One researcher will use the grant to study how MRIs can measure a tumor's acid content and predict the effectiveness of chemotherapies before a patient starts treatment.
The other researcher will examine the level of a serum enzyme as a marker in brain tumors.

SHANGHAI ? State-owned China Construction Bank Ltd., the country's third-biggest commercial lender, says its first half profit rose 31 percent to $14.5 billion, buoyed by higher income from fees and interest.

The Beijing-based bank reported late Sunday that profit for January-June was 92.8 billion yuan ($14.5 billion), or 0.37 yuan (6 U.S. cents) a share. Profit for the same period a year earlier was 70.8 billion yuan.

Like other Chinese lenders, the bank has benefited from rising interest rates and higher fees and commissions as it diversifies its revenue sources.

Interest income in the first half of the year rose 24 percent, while income from fees and commissions jumped 42 percent to 47.7 billion yuan ($7.5 billion).

The bank said it was strictly controlling lending to industries designated by the government as having excess capacity, such as iron and steel, coal and plate glass. Meanwhile, it boosted lending to small and medium-size companies.

Smaller businesses have usually struggled to get bank financing. Such lending increased 9.5 percent by the end of June over December of last year, compared with a 6.8 percent increase in total corporate lending.

Construction Bank, which is relatively heavily exposed to the property sector, also said it was limiting lending to local government investment entities, whose debts have ballooned in the wake of a binge of recession-fighting construction investments.

Lending to the real estate sector climbed a modest 4.1 percent in January-June, the bank said.
