UNITED NATIONS (AP) ? Tunisia's foreign minister said Tuesday his government is ready for Oct. 23 elections, the first since a rebellion overthrew the country's longtime dictator sparking an unprecedented wave of pro-democracy uprisings across the Arab world.
Mouldi Kefi expressed hope in an Associated Press interview that Tunisians anxious for democracy would put aside their "egocentric" demands, protests and strikes and focus on the best interests of the country.
Tunisians launched the Arab Spring uprisings against autocratic rulers when they toppled President Zine El Abidine Ben Ali in January ? and they will be the first to hold elections where more than 100 parties will be contesting seats in parliament.
The elections "will be really a landmark in the modern history of Tunisia" and will mark a return "almost to our roots," Kefi said, because one of the first constitutions to be signed in history was in Carthage, about 2,000 years ago, and one of the first constitutions in the Mediterranean region was also signed in the country in 1865.
While there are security concerns, he said, the government is counting on "the wisdom of the Tunisian people" for a smooth political transition not only for the country, but for the international community which will be watching the results of the first elections resulting from this year's Arab Spring.
"It (is) probably going to be a bellwether model for the others if the Tunisian experience takes root and succeeds," he said.
But Kefi stressed that all revolutions have ups and downs.
"It's not only honey, butter and milk. It is tears and blood, and we went through difficult times," he said.
Because strikes and unrest have continued in some parts of Tunisia, the government was forced to reintroduce emergency laws that the ousted regime had relied on, he said.
But Kefi quickly added that the demonstrations and strikes have eased in the past three weeks and "the situation (is) stabilizing and calming down."
"With the elections approaching ... the Tunisian people are beginning to put Tunisia's broader interests above (their) selfish or narrow interests," he said.
Kefi said the government has worked hard to prepare for the elections and has done its "homework," including preparing voter lists, and reaching out to many in the international community, in eastern Europe and elsewhere, for advice.
Campaigning is slated to begin Oct. 1 and there are over 100 parties, he said, but roughly half are smaller parties that have formed coalitions, and about 40 percent of the candidates are independents.
In the wide-ranging interview, Kefi said he was confident that Libya's National Transitional Council would work hard to ensure that the unrest there would not spill across the border to his country.
"The destinies of the two people ... are interconnected, intertwined," he said, pointing to strong cultural and geographic ties and to the welcome that Tunisians gave the 650,000 Libyans who crossed the border to flee the fighting.
Kefi expressed hope that the remnants of forces loyal to ousted Libyan leader Moammar Gadhafi "are going to be dealt with" in "a matter of days or weeks."
"I'm sure that tomorrow, the two peoples are going to work hand in hand for reconstruction of Libya," he said.
Kefi appealed for international help to help Tunisia deal with a host of challenges.
The first challenge, he said, is to ensure that the Oct. 23 elections "will put Tunisia on the path for democracy to which we all aspire."
Tunisia also needs to kick-start its economy which, like Egypt's, was ravaged in the wake of the uprising.
Kefi said that it would be "a very big accomplishment" if economic growth hit 1 percent this year. He said the government was hoping for a recovery to about 3 percent GDP growth in 2012, and about 5 percent the following year.
The third challenge, he said, is finding jobs for 7 million unemployed people, including 150,000 with advanced degrees.

We all know that finding a job these days isn't easy, and it isn't much like how your parents found jobs. Depending on how you count it, the unemployment rate is stubbornly stuck somewhere between 9 and 16 percent. To get ahead, and get in the right slot, you need to think beyond searching Monster.com and showing up with a suit and tie. In 2012, you'll need to build your brand, become the kind of consummate networker you never thought you were, and think differently about work.
Here's advice from the front lines of the battle for the next paycheck.
Coworking is an open-plan office space where remote workers and freelancers gather and reap the camaraderie benefits of an office without the Dilbert-esque drawbacks. More and more cities are seeing coworking spots (or more informal Jelly get-togethers) rise up. Stopping in and making friends not only gets you away from your pets and your way-too-close fridge, it can give you rare, unique leads among the small businesses and startups that are the best sources for jobs.
A new overview on coworking and where it's headed, "Working in the UnOffice," is peppered with stories of small firms picking up workers from within their coworking space, or through contacts made around the coffee. The founders of Integrum Technologies tell the authors that they've hired 10 people out of the Gangplank coworking space. "[These hires were] freelancers or individuals who [came] in and started to be part of the community, which made it very easy for us to identify their character and their strength, to see if they were a good fit on our team."
Steve Rubel, executive vice president with public relations firm Edelman, sees the first step in "uncovering the hidden job market" as becoming the consummate networker, in addition to having the decent static web profiles covered above. Dig in to Twitter, Facebook, Tumblr, and Google+. Engage thoughtfully with people in the positions you want to be in, Rubel suggests, and look for industry events where you can advance your relationship beyond short pings.
In the meantime, identify the thing you know better than anybody else, and start working it. Write blog posts, preferably on a service where others can find and share your work, like Tumblr. Write for other sites, Rubel says, and point to your own blog address, and think beyond words?use graphics and video when possible. In other words, create a small but smart brand around yourself and the thing you want to do, and you'll stand out from those who just want to be hired for a job, any job.
A controversial blogger on Gen-Y careers and culture and founder of the Brazen Careerist recruiting network, Penelope Trunk isn't so much contrarian as sick of the usual, ineffective advice. Scouring work-related websites? You're better off spending your time making friends who might know about jobs. Escaping into grad school? Oh, come on.
Trunk's suggestions for those who feel like they've looked everywhere:
Beyond the web and tech-connected coworking spaces, consider what's available right around the corner, says workplace author and speaker Alexandra Levit, author of the forthcoming Blind Spots: 10 Business Myths You Can't Afford to Believe on Your New Path to Success. Small businesses are where the jobs are, and "the key here is relying less on the (web) and focusing more on word of mouth, as that's how small business owners hire."
And forget about job titles, as the nature of everyone's work has become more collaborative and immersive. "Any way you can underscore your ability to work hard, impress customers, and mobilize a small team to get results quickly will earn you points," Levit says. Be sure to convey a team player attitude."
If you're eminently employable, people will find you one way or another. But there's no reason not to give those arriving at your online home something new and slick to check out.

Qualcomm and partner BSQUARE announced the APQ8060 S3 reference development Dragonboard today. Besides having a cool name that conjures up images of Bruce Lee, it's a great way for hardware and software developers to work with Qualcomm's latest and greatest gear without the bulk (and locked hardware silliness) of the typical OEM Android phone. The Dragonboard includes an APQ8060 processor (think the T-Mobile Galaxy S II or HP TouchPad), and two pre-installed daughterboards with sensors and wireless (802.11 b/g/n Wifi and Bluetooth) complete with a full build of Android and all hardware drivers for just $299. The benefit of using this type of kit for design and testing is the wide open hardware, and the ability for expansion. If a dead bus-size satellite's crash-landing can cause such a stir, global panic may well ensue when it's time for the enormous International Space Station to come down to Earth.
But that panic would be misplaced, NASA officials say. Though the orbiting lab is far larger than the space agency's defunct Upper Atmosphere Research Satellite (UARS), which made an uncontrolled re-entry through Earth's atmosphere late Friday night, the station's eventual demise will pose little threat to folks on Earth.
That's because ? unlike UARS ? the huge structure will be deorbited in a controlled way, with its debris shower aimed into a stretch of empty ocean. [ Complete coverage of NASA's falling satellite ]
"We've done a lot of studies," said Kirk Shireman, deputy manager of NASA's space station program. "We have found an orbit and a change in velocity that we believe is achievable, and it creates a debris footprint that?s all in water in an unpopulated area."
Guiding the station down
UARS had a mass of approximately 6.5 tons. NASA officials estimate that about 1,170 pounds of that bulk survived re-entry and smashed into Earth's surface. [ Video: Amateur Photographs Doomed, Tumbling Satellite ]
Judging by its size, the International Space Station would seem to pose a much bigger threat to folks on the ground than the UARS satellite did. The $100 billion orbiting lab is as big as a football field and tips the scales at 431 tons, so its re-entry debris shower should dwarf that of UARS.
NASA and its international partners plan to operate the space station through at least 2020, and perhaps until 2028 or so. But when the orbiting lab's time is up, managers won't just let it drift toward an uncontrolled re-entry. Rather, they'll guide the complex to a fiery death over large stretches of trackless ocean, so that any surviving pieces will not conk anybody on the head.
"We've been working on plans and update the plans periodically," Shireman told SPACE.com. "We don?t want to ever be in a position where we couldn?t safely deorbit the station. It's been a part of the program from the very beginning."
The plan to deorbit the space station
Bringing the space station down is a long and involved process that will begin in earnest about one year from its planned re-entry, NASA officials have said. Around this time, managers will let the station's orbit start decaying from its normal 240-mile altitude.
They'll also dock one or more unmanned spacecraft to the station then, to get ready for future deorbit burns. The station is so massive that it'll need some help to make these maneuvers.
Officials aren't sure yet which vehicle(s) will be called into service, Shireman said. It might be a cargo craft, such as a modified Russian Progress spaceship or a European Automated Transfer Vehicle (ATV). NASA's Orion Multi-Purpose Crew Vehicle (MPCV), which is still in development, might also do the trick.
Before the station circles too low, its crew will be evacuated. When the space station gets down to about 115 miles above the Earth, engineers will perform a series of deorbit burns with the docked vehicle(s) to take it even lower, Shireman explained.
One final burn will send the gigantic structure tumbling toward Earth's atmosphere, hopefully over a wide-open stretch of ocean. [ 6 Biggest Spacecraft to Fall Uncontrolled From Space ]
"There's a nice long track from the South Pacific up off the West Coast of the United States, almost 6,000 kilometers of water," Shireman said.

The Russian space station Mir was deorbited purposefully back in 2001; operators ditched the 135-ton station into the South Pacific.
NASA officials watched Mir's managed re-entry carefully and learned from it, Shireman said.
NASA has also closely examined how spacecraft break up in Earth's atmosphere. For example, two robotic space station resupply craft ? one European ATV and one Japanese H-2 Transfer Vehicle (HTV) ? were loaded up with instruments, then studied as they made their fiery descents through the atmosphere and disintegrated.
"All those things will help us better pinpoint how [the space station] will break up and, consequently, where the debris will fall," Shireman said.

So hopefully none of that debris will endanger anyone when the massive complex falls to Earth in 2020 or beyond. But if you happen to be on a well-placed boat in the vast Pacific when the station does come down, be sure to look up, as the descending outpost could put on quite a show for interested skywatchers.
"It would be amazing if they saw it," Shireman said. But, he added, "it would be just blind luck, because we can't predict where it's going to be and exactly when."

UUUFFFF, I?m still full just thinking about it!
Thanks to my beloved?s all encompassing summer job (of which we?ll hear more later), I don?t get to spend many weekend evenings with him between May and October. At the beginning of summer it?s great ? I get to watch rubbish on TV, rent chick flick DVDs, eat what I fancy, read my book on the beach until whenever, window shop in Marbella and so on. By about mid May, I?m already bored of my own company.
So you?ll understand my excitement when I arranged a ?date night? with him last Friday night. One of the concert tickets I won in the summer came with an ?invitation? for two to eat at a well-known themed restaurant in Puerto Ban?s. You know, the one with walls covered in memorabilia which shakes and shudders in time to the reverberating rock music, while beautiful waiters and waitresses with dazzling smiles (who can?t ever eat there) serve giant meals to their unsuspecting victims.
We?ve been once before so knew what to expect and more or less starved ourselves during the day. Well, I had a bowl of cereal and some fruit. He only ate half a loaf of bread with cheese and pickle instead of a whole loaf. Anyway, with hindsight, it was so not the right thing to do.
Miss Dazzling Smile took us to our table and explained that our ?invitation? gifted us a starter to share, main course each, dessert each and drink each. Fantastic! We ordered our drinks and decided to share a portion of nachos before our main courses. Big mistake. Both starving from our day of abstinence, we demolished the scrumptious nachos and were then completely full.
The dog was thrilled when we got home with our doggie bag filled with most of a chicken club sandwich and rather large beef burger. He particularly liked the smelly blue cheese slathered over the burger and the crispy bacon with hint of guacamole!
Suffice to say, I can?t tell you anything about desserts as we were both doubled over in embarrassed ?stuffed to the gills? discomfort when asked if we?d like to order something else. I couldn?t even bring myself to have a coffee ? sacrilege!
The next morning, still suffering the consequences of our over indulgence, I had lost the will to ever eat again. It was the perfect time to go food shopping; healthier for my body and my bank balance than doing it when I was hungry! And thankfully I recovered just in time to share a fantastic paella at a friend?s house later on that evening, and bake him a birthday cheesecake in the meantime. At least I wasn?t tempted to lick out the bowl.
We had a great evening in Puerto Ban?s and it was lovely to see the place again without having to fight our way past inebriated tourist party goers as is often the case in the peak summer months. It was great sitting in the restaurant enjoying each other?s company and watching the beautiful people walk by. Of course, the meal was hugely enhanced by the fact that we only had to pay for a couple of extra drinks and the car park! Would we go again? Right now, I?d say probably not but I know that in a few months I?ll have forgotten how full I felt for most of the next day and will be hankering for some of their nachos. After all, it will be winter by then and we all need our comfort food from time to time!

Olapic's product is one way to do this. The startup makes it easy for site publishers to collect and display user's photos through widgets they can embed on their sites. Visitors to the publications can either drag and drop files into a box on the site, choose to upload photos from social networks like Facebook or Instagram, email their photos to a special address or tweet their photos with a specific hashtag. Publications get a centralized moderation dashboard. As soon as they approve photos, they appear in a Gallery on the site.
New York Daily News, The Chicago Tribune and Styleist have either used the widget on their site or purchased a white label version [Disclosure: Mashable is a customer of Olapic's]. Olapic charges a monthly fee based on each customer's number of monthly unique visitors.
The majority of Olapic's customers are news organizations, but co-founder Jose de Cabo said he also thinks the application has a future with sports teams and event organizations. One soccer team, the New England Revolution, already uses it to collect fan photos on its Facebook Page.
From a revenue standpoint, advertising seems to be an even more promising route than subscription fees. Olapic is, for instance, coordinating a branded Facebook version of its widget for Pepsi. It's an instant campaign that engages consumers, and it can work well for hosting a branded contest. Eventually it may also share revenue with publications for ads the company can incorporate into the gallery widget.
But the startup's grand vision extends far beyond interactive galleries.
"We're building a very large network of sites that have video and photo-sharing," De Cabo says. "What we want is to have this network where users can contribute with photos and videos, and get more exposure to their pictures."
In other words, any website could search the entire database for material to publish. It sounds like a convenient solution for publishers, but will site visitors be eager to share their photos with the world without compensation? De Cabo says their excited reactions to the widget so far suggest that they will. That, and what he calls "vanity coins."

Fruit of an international scientific team effort, this important step forward has been made by Alessia Pasquazi, a postdoctoral fellow with the team of professor Roberto Morandotti of the Energy, Materials and Telecommunications Centre at INRS. With this new chip, Dr. Pasquazi has ushered in a new era for the Internet, and paved the way for myriad applications in metrology and optical telecommunications.
The new device was created using SPIDER technology, renowned as an exceptional tool for characterizing pulses. It allows users to measure the intensity and phase of ultrafast optical pulses without requiring the use of unwieldy or expensive equipment.
The research received financial support from the Australian research council, Fonds qubcois de la recherche sur la nature et les technologies (FQRNT), the Natural Sciences and Engineering Research Council of Canada (NSERCC), and INRS.

?Abstract? Business Process Reengineering (BPR) has penetrated into every continent since Hammer et al. presented this theory. However, the facts suggest that reengineering projects have a high failure rate more than 70%. Researchers have found that the problems largely lay in business process change management. The implementation of business process change management is concerned both in theoretical and industrial fields. In this dissertation, we try to do some research on influencing factors and dynamic mechanism of business process change management.First, we provide the influencing factors model of business process change management from "hard" and "soft" views. We conclude the key influencing factors based on change management and business process change management literature review, which are strategy, process, infrastructure, people and culture. And then, we analyze these factors thoroughly.Secondly, we verify and amend the influencing factors model based on empirical study. We have done a survey on the implementation of business process change management in China, and then conclude some key successful factors of business process change management for Chinese companies. Based on the survey results, we use principal component analysis method to verify and amend the influencing factors model, and then analyze the relativity between each influencing factor and project objectives.Then, we introduce the chaos theory into process change dynamic mechanism based on the enterprise life circle. We analyze the commonness between chaos and business process change management, and demonstrate the feasibility to use chaos theory in business process change management. Also, we suggest the four stages model of process change from dynamic view according to the life cycle theory. Using the chaos theory, we find that there are bifurcations and chaos during the life circle using Logistic function, and analyze qualitatively the different effect of each factor in different stage.At last, we describe two cases that have implemented business process change management projects during their informization history to validate the rationality of the business process change management dynamic mechanism.

ScienceDaily (Sep. 18, 2011) ? The first fluorescence-guided surgery on an ovarian cancer patient was performed using a cancer cell "homing device" and imaging agent created by a Purdue University researcher.
The surgery was one of 10 performed as part of the first phase of a clinical trial to evaluate a new technology to aid surgeons in the removal of malignant tissue from ovarian cancer patients. The method illuminates cancer cells to help surgeons identify and remove smaller tumors that could otherwise be missed.
Philip Low, the Ralph C. Corely Distinguished Professor of Chemistry who invented the technology, said surgeons were able to see clusters of cancer cells as small as one-tenth of a millimeter, as opposed to the earlier average minimal cluster size of 3 millimeters in diameter based on current methods of visual and tactile detection.
"Ovarian cancer is notoriously difficult to see, and this technique allowed surgeons to spot a tumor 30 times smaller than the smallest they could detect using standard techniques," Low said. "By dramatically improving the detection of the cancer -- by literally lighting it up -- cancer removal is dramatically improved."
The technique attaches a fluorescent imaging agent to a modified form of the vitamin folic acid, which acts as a "homing device" to seek out and attach to ovarian cancer cells. Patients are injected with the combination two hours prior to surgery and a special camera system, called a multispectral fluorescence camera, then illuminates the cancer cells and displays their location on a flat-screen monitor next to the patient during surgery.
The surgeons involved in this study reported finding an average of 34 tumor deposits using this technique, compared with an average of seven tumor deposits using visual and tactile observations alone. A paper detailing the study was published online in Nature Medicine.
Gooitzen van Dam, a professor and surgeon at the University of Groningen in The Netherlands where the surgeries took place, said the imaging system fits in well with current surgical practice.
"This system is very easy to use and fits seamlessly in the way surgeons do open and laparoscopic surgery, which is the direction most surgeries are headed in the future," said van Dam, who is a surgeon in the division of surgical oncology and Bio-Optical Imaging Center at the University of Groningen. "I think this technology will revolutionize surgical vision. I foresee it becoming a new standard in cancer surgery in a very short time."
Research has shown that the less cancerous tissue that remains, the easier it is for chemotherapy or immunotherapy to work, Low said.
"With ovarian cancer it is clear that the more cancer you can remove, the better the prognosis for the patient," he said. "This is why we chose to begin with ovarian cancer. It seemed like the best place to start to make a difference in people's lives."
By focusing on removal of malignant tissue as opposed to evaluating patient outcome, Low dramatically reduced the amount of time the clinical trial would take to complete.
"What we are really after is a better outcome for patients, but if we had instead designed the clinical trial to evaluate the impact of fluorescence-guided surgery on life expectancy, we would have had to follow patients for years and years," he said. "By instead evaluating if we can identify and remove more malignant tissue with the aid of fluorescence imaging, we are able to quantify the impact of this novel approach within two hours after surgery. We hope this will allow the technology to be approved for general use in a much shorter time."
Low and his team are now making arrangements to work with the Mayo Clinic for the next phase of clinical trials.
The technology is based on Low's discovery that folic acid, or folate, can be used like a Trojan horse to sneak an imaging agent or drug into a cancer cell. Most ovarian cancer cells require large amounts of the vitamin to grow and divide, and special receptors on the cell's surface grab the vitamin -- and whatever is linked to it -- and pull it inside. Not all cancer cells express the folate receptor, and a simple test is necessary to determine if a specific patient's cancer expresses the receptor in large enough quantities for the technique to work, he said.
Ovarian cancer has one of the highest rates of folate receptor expression at about 85 percent. Approximately 80 percent of endometrial, lung and kidney cancers, and 50 percent of breast and colon cancers also express the receptor, he said.
Low also is investigating targeting molecules that could be used to carry attached imaging agents or drugs to forms of cancer that do not have folate receptors.
He next plans to develop a red fluorescent imaging agent that can be seen through the skin and deep into the body. The current agent uses a green dye that had already been through the approval process to be used in patients, but cannot easily be seen when present deep in tissue. Green light uses a relatively short wavelength that limits its ability to pass through the body, whereas the longer wavelengths of a red fluorescent dye can easily be seen through tissue.
"We want to be able to see deeper into the tissue, beyond the surface," Low said. "Different cancers have tumors with different characteristics, and some branch and wind their way deeper into tissue. We will continue to evolve this technology and make improvements that help cancer patients."
In addition to Low and van Dam, the paper's authors include George Themelis, Athanasios Sarantopoulos and Vasilis Ntziachristos of the Institute for Biological and Medical Imaging at the Technical University of Munich in Germany; Lucia Crane, Niels Harlaar, Rick Pleijhuis, Wendy Kelder and Johannes de Jong of the division of surgical oncology of the BioOptical Imaging Center at the University of Groningen; Henriette Arts and Ate van der Zee of the division of gynaecological oncology at the University of Groningen; and Joost Bart of the Department of Pathology and Molecular Biology of the University Medical Center of Groningen.
Low is the chief science officer for Endocyte Inc., a Purdue Research Park-based company that develops receptor-targeted therapeutics for the treatment of cancer and autoimmune diseases. Endocyte holds the license to the folate receptor-targeting technology and is spinning this technology off into a new company called OnTarget.
Ntziachristos led the team at the Technical University of Munich that developed the camera system. A startup company named SurgOptix BV is working to commercialize the camera system.
The clinical trial was funded by Endocyte Inc. and the University Medical Center of Groningen.

MIAMI (Reuters) ? A Brazilian man who was caught at Miami airport trying to smuggle seven baby pythons and three baby tortoises concealed in his underwear and pockets was fined $400 by a U.S. judge on Wednesday.
Simon Turola Borges, 30, who had been detained since August 25, pled guilty to smuggling and was sentenced by U.S. District Judge Patricia A. Seitz to time served, two years of supervised release, and a $400 fine. He was ordered to be deported.
Prosecutors said Borges initially denied having anything hidden in his pants when Transportation Security Administration (TSA) officers at the airport pulled him aside for a further search after he went through a body scanner while preparing to board a flight to Brazil last month.
"Subsequently, he was asked to empty his cargo pants pockets, and he removed two hatchling pythons tightly wrapped in nylon pantyhose," prosecutors said in a statement.
When he was asked to remove any foreign objects from his groin area "Borges pulled his underwear away from his body and removed two nylon pantyhose containing numerous snakes and tortoises," the United States Attorney for the Southern District of Florida added in the statement.
The seized live animals, all hatchlings just weeks old, consisted of three Ball Pythons, three Carpet Pythons, one Children's Python, one Indian Star Tortoise and two Leopard Tortoises, the U.S. Fish and Wildlife Service said.
All of the creatures are protected under the CITES convention that restricts trade in animal species without special permits.
The judge ordered that the fine should go to the Miami Science Museum to help protect reptile species.

A worker who has a permanent impairment and this condition of the worker has happened as a result of a work related injury are eligible to receive monetary lump sum payment. Such a payment received by the worker is known as ?impairment payment?. But, to receive such a payment workers are required to have their permanent impairment assessed. Specially trained doctors who are also called Independent ?Impairment Assessors? can only assess permanent impairment.
Workers in order to become eligible for lump sum monetary benefits have to lodge an impairment benefit claim. All such workers who have filed a compensation claim are required to get themselves examined by an ?Independent impairment Assessor?. There can be a case when a worker has sustained multiple injuries from an accident that has occurred while he/she was working. In such situations the injured worker in order to make himself/herself eligible for compensation may need to attend more then one impairment examination.
Although, there are some discrepancies in the way these claims are settled still they are good for both the employer as well as the employee.
